Place raisins in a small saucepan and add just enough water to cover. Let simmer on low for 5 minutes while you prepare the other ingredients.
In large bowl, cream together the sugar and margarine. Add the 2 eggs and beat.
Add the vanilla and raisin water to the sugar mixture and stir well.
Sift together the flour, soda, salt, cinnamon and nutmeg (aka the dry ingredients).
Gradually add the dry ingredients into the sugar mixture, stirring continuously.
Add the oatmeal and drained raisins and mix well. Reserve any remaining raisin water when draining, in case you need to add a little liquid if the dough ends up being too stiff.
Bake at 400 degrees for 10 minutes.
